About the project

Beginning in January of 2019, TMS has provided a full spectrum of owners’ representation, engineering, architecture, and project management services for the Arthur Kill Terminal project—a proposed 32+ acre, state-of-the-art port facility for offshore wind staging and assembly in Staten Island. TMS has developed and project  controls,  performed  project  planning  and  due  diligence,  overseen communications management planning, created and advanced conceptual designs, environmental permit application (including CEQR, SEQRA, & NEPA), and mitigation strategies. TMS has led all permitting processes with regulatory agencies, including NYSDEC, NYSDOS, NYSOGS, USACE, and MARAD—the federal lead agency for the project. In addition, TMS developed and issued for surveying, engineering, and architectural design. TMS led the procurement, response and qualifications analyses, interviews, and contract award recommendation for each solicitation.

TMS individually prepared preliminary site logistics plans, traffic flow diagrams, staging plans, and operational impact plans while managing other technical consultants. Currently, TMS is leading the construction RFP process and is poised to award the construction contract to a general contractor once bid review is complete.

Arthur Kill Terminal’s unique location allows for unrestricted access for cargo and installation vessels, and complete onshore assembly of wind turbine components. In 2022, AKT received $48M in funding via Empire State Development as part of the Port Infrastructure Development Program through MARAD, and TMS is assisting the ownership team in ensuring compliance and reporting to MARAD under the Port Infrastructure Development Grant (PIDP).
