TMS was hired by One15 Marina to provide engineering and architectural design, permitting, owner’s representative, construction management, and maritime operations planning services for the redesign, reconstruction, and continued operations of the deteriorating marina with over 100 slips for vessels ranging in size from 16’ to 250’ in length. TMS worked with and managed a Naval Architect to design state-of-the-art wave attenuating barges that would achieve placid waters within the marina adjacent to a violent wave climate in the Upper NYC Harbor. TMS also peer reviewed the designs of new and renovated docks within the marina and their accompanying mooring systems. When designs were finalized, the docks were shipped by truck from Canada and the attenuator barges were built in Texas and towed by water to New York; construction of the floating structures was routinely monitored by TMS on site visits to both facilities, and the waterborne transportation of the barges was contracted, and managed by TMS. 

TMS conducted a full bid solicitation on behalf of One15 that included project manual formation, bid review and clarifications, qualifications review, negotiation, and contract execution. With two marine contractors contracted for the bifurcated scope, TMS provided daily on-site management over and coordination between the two marine contractors and the in-house dockbuilding crew, as well as construction administration for submittals, RFI’s, change orders, billing, contract compliance, and closeout. 

TMS also prepared, submitted, and received all regulatory permits – which included applications, adherence, notifications, and closeout for USACE, NYSDEC, NYCDSBS, USCG, and MTA – special inspections, vibration monitoring, upland improvements for MEP systems, load test parameter and method design, quality assurance, and code compliance.
