About the project

TMS provided waterfront consulting services to NYC Ferry on the newly constructed Pier C in the Brooklyn Navy Yard. Work included the completion of a baseline inspection and lease due diligence. Pier C was constructed and is owned by New York City Economic Development Corporation (NYCEDC) and will be leased to NYC Ferry as the Homeport for their vessels. TMS then provided further investigative services for the contractor, Trevcon, to determine the wave climate and effects thereof at Pier C.

TMS performed a condition survey of the pier and systems in accordance with Section 3 “Baseline Condition Survey” and reporting requirements under Section 6 of the NYCEDC-issued “Waterfront Facilities Maintenance Management System Inspection Guidelines Manual”. The goals of the inspection were to confirm overall dimensions and physical features; make an overall condition assessment rating for the facility, each individual system, and each component; estimate remaining service life; recommend actions for additional inspections or investigations and provide their associated order-of-magnitude cost estimates;; and recommend the type, extent, and time interval of the next inspection.

TMS managed data acquisition and interpretation of the wake and wind wave elements of the operational environment of the Homeport. TMS analyzed the results of the acquisition and reported how they compared to the design criteria and the associated structural effects on the infrastructure.
