About the project

TMS provided sPower with waterfront consulting services to develop a shortlist of sites suitable to support a floating, barge-based battery storage facility. sPower’s ultimate vision is to operate a fleet of these barges, which would be capable of augmenting the power grid in NY. Our services included an inventory of all potential sites across the 5 boroughs. TMS performed a detailed feasibility study, which involved a detailed analysis of each site from an engineering, regulatory,  political,  and  environmental  standpoint.  Engineering  reviews included the upland structures, water depths, geotechnical characteristics of the waterfront, utilities location, as well as developing rough order of magnitude estimates for the capital improvements needed to make the site viable. After an initial review of the master list of sites, TMS created a shortlist of preferred sites.

Drawing from our extensive contacts in the maritime industry, TMS created a stakeholder outreach database and accompanying outreach plan. Working with sPower, we determined the best approach for each site and stakeholder and initiated outreach as required. TMS also provided consulting services to explain each site’s permitting issues and developed initial permitting strategies for obtaining regulatory approval.

Future scope includes owner’s representation, project management, permitting, and engineering support services needed to advance the project through lease and/or purchase negotiates, contractor procurement, and barge and site development.
